Anyway for a shock build you always need good, on lvl shock gear (my favourite gun as a shock gaige is the storm). I play on ps4, so i use the vanilla game without any mods and my shock build was always viable (well i wasn‘t able to get all the 10 op lvls, but i could always play normally thru all the modes).

The bullet pattern only spreads to a certain amount (stays like a twister) so with higher anarchy stacks it’s much easier to hit enemies. Reloads after every shot, always Electric element wich compliments her evil wich build. Considering that Gaige came with the hammerlock dlc this weapon was probably designed for her.

You can play Gaige without Anarchy, but it's undeniably her main damage source. What I'd recommend is still speccing into it but going with a Discord-looping build which means everytime you feel like you have too many stacks you activate Discord for increase fire rate and health regen. But its actually pretty well balanced for most set ups. Just don't sham fleet. Maya is great fun but not for elemental damage, for crowd control, and AOE damge.
