The tool you put in there appears to have a square end from the images I've seen, so I'm wondering what size that end is. It looks like the end of a typical 1/2" ratchet extension. Take all the lug nuts off, sit on the ground in front of the tire, and (with one foot) give it a good stomp/kick on one side of the tire. It will pop right off. Apparently he left his on the back bumper when he was changing a tire and just drove off with it there. He must have been frustrated at the time, I'm guessing. I've looked and Ford wants $80 or so plus you need to re-key it for another $100. Just leave the hole it really doesn't do anything.
