It is the "Shrouded Ghost", so having it be .02% in the fog/shroud instead of .01% would make sense. EDIT: Realistically, whose to say this isn't the case without it outright being stated by Rare. The fog is a low random occurance, and there is not real reason to spend much time in the fog.

Shrouded Ghost (the white-grey one) is the rarest. I'm not entirely sure what situation there has to be for them to spawn, if any at all. One time I was messing around with a random crew and we encountered the Ghost, but one of the randoms sailed away the galleon so we didn't defeat it.
