Speed is important for procing CB as quick as possible, but Black is also good damage so you want the exceptional or elite base if you can get it. Pretty hefty reqs on a Scourge though. War Scepter/Divine Scepter/Caduceus for Lawbringer. For this one only the speed really matters because you're just getting flat damage from the runeword.
