I swear both today and yesterday, out of the 9 factory raids and 3 customs raids I had played with them, 5 of the 9 Factory raids, Tagilla had spawned in the raid and 2 of the 3 customs raids I met both Reshalla and the Goons. The most common locations seem to be the new expansion areas but I have seen Tagilla at basically every location in the map.
