If you setup one for each spec it can copy across toons too. It does also work with talent loadouts, gear, etc too. Found an addon called Button Forge. It will let you create new action bars that look the same as the WOW UI. I just created 3 new action bars with this addon and disabled those bars in WOW UI. Super late to the party (and I was Googling for ideas so this came up) but another one to look at is KKthxUI -- it's a minimalist All-In-One. It's not perfect, but it's pretty darn good, and it plays nice with other Addons. Just go with ElvUI. It has everything a UI needs minus the likes of WeakAuras2.
