Yeah you’re in the wrong folder. Everyone has 2 Sims 4 folders – one is the game directory where the launcher and expansion packs go, the other has your saves, mods, etc. Expansion packs go in the game directory. Check the path I pasted above or one of these paths: C:\Program Files (x86)\Origin Games\The Sims 4.
I have used Command + shift + H to get them to the "The Sims 4 Packs" folder, and placed them there. I am having the same issue.
