Ya, evidence board is account wide, so you can't do it on your other characters, only your first. If you wanna do the evidence board because you want the glaive, you get the patterns from Wellspring. facing same issue, did try wellspring, still nothing. You don't get the option to interact with it 'E' on pc.

I did get the exotic glaive on my warlock first. The initial Glaive quest is account wide. Once it's complete you can craft one of the three exotic glaives. The other two patterns are added to the Wellspring loot pool. Character being played doesn't seem to matter.Bungie has said that they're going to make it so that once you have the first exotic glaive, you can buy the pattern from the investigation board for the other classes. I don't know if the change is in the game now or if you have to complete the campaign on those classes, though.

For titan and hunter (logged into each one at the enclave) they just say "pattern not unlocked" but my warlock is able to craft his. The other ones drop from wellspring. You unlock the other patterns in Wellspring.

Exotic Glaive pattern drops in Wellspring I was finally able to craft all the wellsping weapons and therefore finally able to craft my first exotic glaive on my Titan. I hopped on my Warlock to farm the pattern in wellspring (I don't like the fact, that I actually need to farm the pattern, but I can live with it).

Going through the campaign on three classes will unlock their patterns. The final weapon, pointed inquiry, requires you to farm out random drops after the first one rewarded by fynch.
