there's a program called the universal pokemon randomizer, it's mostly used to randomize the games, the pokemon you encounter on routes and stuff. however, there's an option you can tick, i think it's called "Disable Trade Evolutions", and it makes all trade evos evolve at level 40 instead. so you could check that option, but ignore all the randomizer stuff—that's one option.
