So after running my settlement for a couple of weeks it appears to be maxed out with the exception of settlers (I have 77). All building has stopped, Productivity maxed at $1,000,000 a day, maintenance $0 per day, citizen happiness 100%. There must be more to come. No, that's all. Just like frigate missions, it's just a secondary source of income.
