The reason being is the mercy bump isn't 2x. Ie shard #15 has a 12% chance for lego without 2x and 18% with 2x. So the expected value/shard is .24 lego for the double event vs .18 lego for the 2x. That being said remember that this is a boom or bust event, if you pull on a 2x you'll at least get other resources even if you strike out.
